Can Sierra Charts non-time based charts such as Renko be made to work with historical data that is not tick data? I'm using Interactive Brokers and they don't provide tick data, the lowest resolution available is seconds data. So I'm wondering if Renko charts can work with this data? Any info is appreciated.

With IB, historical bars will be built using 30 second data. It is ok for discretionary backfill, but not good for replays or backtesting.
